Developed by Inland Division of General Motors to improve portability, it allowed paratroopers to jump with a compact weapon, often carried in a thigh-attached scabbard.

The working prototype was developed by Winchester in only 13 days in September 1941, utilizing a short-stroke gas piston designed by David Marshall Williams, a feat unmatched in small arms history. It served as a precursor to modern personal defense weapons, designed for rear-echelon troops, officers, and vehicle crews rather than primary frontline combatants. It was used extensively by the U.S. and allies from World War II, through Korea, and into Vietnam.
